What do you think about this picture?
This question is too board, usually this question is ask only with a well define context, such that both of you already have a general idea of what the public opinion of the "picture" is. In this case, the question is meant to ask whether the person agrees with the general opinion or not. When there are no context than any answer is possible.
a) The picture is too large.
b) The frame is too large.
These are answers concerning the physical property of the picture or subject matter.
